Palisades Apartments is a 24-unit affordable rental development consisting of 2 story stacked flats in 2 buildings with 14 one-bedroom units and 10 two-bedroom units. The complex includes a manager's unit, laundry facilities, attractive landscaping, children's play area, barbecue and 48 open parking spaces.
The buildings are designed with interior stairwells with front doors to all the units entering from the ground floor. Gable roofs have decorative copulas, dimensional asphalt composition shingles and solar panels. All windows have dual pane glazing with low-energy glass. Baths and kitchens feature energy efficient lighting, energy star appliances and forced exhaust ventilation to the outside. The buildings exceed required energy standards by 10% - 15% and provide solar generated electricity to community spaces.
Water conservation is a key element of this project. All landscape irrigation uses reclaimed water from the City's tertiary treatment plan similar to the irrigation systems located at the public schools, parks and municipal facilities in town. Baths and kitchens feature low flow faucet restrictors. On-site water drainage is designed to flow into a bioswale that runs the length of the property.
Each unit consists of a separate kitchen, dining room, living room, walk-in closet, coat closet, full bath and one or two bedrooms. The two-bedroom units also have a large closet and foyer between the bedrooms with space for a desk and computer.
All units are carpeted, with vinyl flooring in the kitchens and bathrooms. Each unit contains an electric range/oven, refrigerator, garbage disposal, and dishwasher. Each unit has Hydronic heating, served by gas-fired water heaters, and air conditioning units. Trash collection and water are included in the rent. Tenants pay for gas and electricity. The project complies with accessibility requirements through Universal Design elements in all first floor units making them wheelchair accessible.
The layout of the development emphasizes interaction with the neighborhood and within the development with a central courtyard, children's play structure and barbecue area. Building and site design incorporates essential services including an onsite manager, maintenance shed and laundry facilities (6 washers and dryers). Additional features include a full kitchen in the community room, manager's office and porches/balconies for all apartments.
Dates of Construction
Palisades Apartments started construction in June, 2008 and was completed ahead of schedule on March 13, 2009.
Apartments are affordable to households earning below 60% of area median income (AMI) with 33% of the units at 40% AMI, 25% of the units at 50% AMI and 38% of the units at 60% AMI. Residents include those working full time at low wage jobs such as staff employed in the hotel and spa industry or the wine industry. To qualify at 60% of AMI a household of two wage earners can earn just over minimum wage. New spa developments in Calistoga are intensifying the need for more affordable rental units for local employees.
